Legislative Update 11/13/15

1. Nov. 12: Governor Scott Walker signed Senate Bill 217 which will allow school board members to be volunteer coaches and extracurricular activity supervisors under certain conditions into law as 2015 Wisconsin Act 92.

2. Nov. 10: A proposal by state Rep. Joe Sanfelippo (R-New Berlin) to make the position of the state superintendent of public instruction appointed by the governor rather than elected in the spring has been introduced in the state Assembly. Assembly Joint Resolution 84 would amend section 1 of article X of the constitution; relating to: appointment of the state superintendent of public instruction by the governor with the advice and consent of the senate (first consideration). It has been referred to the Assembly Education Committee.

3. Nov. 10: The Assembly Education Committee, chaired by state Rep. Jeremy Thiesfeldt (R-Fond du Lac), plans to hold a public hearing on Thursday, Nov. 19, 2015 at 10AM in Room 417 North of the state Capitol on: Assembly Bill 469 This bill would require public school boards to designate school restrooms and changing rooms accessible by multiple students as for the exclusive use of either “males” or “females.”

4. Nov. 9: The Department of Public Instruction (DPI) will hold a public hearing this Wednesday, Nov. 18, on emergency and proposed permanent rules related to school district revenue limit exemptions for energy efficiencies. The hearing will be held in Room P41 of the DPI’s Madison headquarters, located at 125 South Webster Street from 3 to 5 p.m., The purpose of the hearing is to accept public testimony on the both the emergency rule and the proposed permanent rule.
